Martin Skeptical About Accord Implementation

A prominent Liberal politician says an attempt to revive the Kelowna Accord will likely pass a vote in the House of Commons.
However, Paul Martin says he doubts Stephen Harper’s Tories will actually implement the deal.
The former Prime Minister notes all the opposition parties support the deal and will likely pass it through Parliament. But he says it’s up to Harper whether it will actually be realized.
Martin also says the Tories can’t say the money was never there because he and former Finance Minister Ralph Goodale set it aside when they were in power.
