A 2010 report called for big changes in foster care in the province — but two years later, critics say only minor changes have been made.

A University of Saskatchewan-led research team wants to find out why.

They say the same thing has happened with other reports — so they are starting a three-year project to delve into that question.

The Canadian Institutes of Health Research has provided $237,000 to fund that research.

The group is focusing on the report submitted by the Saskatchewan Child Welfare Review Panel, which among other things, said removing children from homes should be a last resort.

Members of the team include the Metis Nation – Saskatchewan, the Indigenous Peoples’ Health Research Centre, the Native Mental Health Association of Canada and the White Buffalo Youth Lodge.
