An American has been fined $8,400 for illegal outfitting in the Nipawin area.
Officials with Saskatchewan Environment say conservation officers received a complaint in 2009 about an illegal operation.
Investigators say a man from South Dakota was guiding residents on the North Saskatchewan River.
He was also advertising trophy walleye trips on the Internet.
Joel Vasek of Geddes, South Dakota was found guilty of unlawfully acting as an outfitter without a licence.
Along with the fine, he was prohibited from having an angling licence for three years and had to pay $1,000 in other fees.
